In the eyes of many inexperienced Yu-Gi-Oh Collectors and players, $13 would be a lot to pay for this card. Personally, I think it's well worth it.
This card ONLY appears in 3 different sets. One is the "Collectors Tin Promos: Series 3." That is where this single card is from. The lowest price one could find for that tin here on Amazon is $39.50, not including shipping. The second set is "Shadow of Infinity." This set has 60 cards within it, and there are 9 cards within each pack. The possibility of receiving this card in that pack would be obviously, 1:60. But seeing that this card is only printed in Ultra Rare and Ultimate Rare in that set, odds increase even more against your favor. The third set to receive this card is in "Dark Revelation Volume 4." It is even harder to receive this card in this pack than it is from the last one, for it combines all of the packs from "Cybernetic Revolution," "Elemental Energy," "Shadow of Infinity," and "Enemy of Justice." That is 240 cards in the entire card set. The same rules in getting Raviel from "Shadow of Infinity" are applied here, but increased even more.
All in all, $13 is worth paying for this card. Because it is basically an awesome card, and because it's a lot cheaper than trying your luck with the packs.

I was creating a fiend deck. This card fits in quite well. When it came in, was good quality. No scratches or bends. I figured that this card needs a brother. So i drew a a homo version of it called "Sweet Raviel Party, Lord of Fantastagasms.
